CARES Program: Connecting Angelenos to Resources and Essential Services

Everyone deserves access to essential services to thrive.
Yet, many Los Angeles residents struggling with poverty face significant barriers to accessing critical public benefits—benefits that help families secure food, housing, and healthcare.
Public Counsel’s CARES program bridges this gap. For over 30 years, our volunteers—attorneys, law students, and community members from local firms and universities—have provided direct advocacy and one-on-one support to Angelenos navigating complex social service systems. CARES volunteers work on-site at Los Angeles Department of Public Social Services (DPSS) offices, ensuring individuals understand their rights and successfully access:
- General Relief & CalWORKs: Critical cash aid
- Medi-Cal: Essential health coverage
- CalFresh: Vital food assistance
